Meetings and discussions
The traditional round tables of earlier festivals have evolved into “happenings” in the form of a mixture of lectures, readings, debates, workshops, and much more, each a perfect opportunity for professionals to meet, exchange, and discuss in the presence of the general public.
Everybody, whether familiar or not with the theme, is welcome: the aim is to inform widely and invite as many people as possible to participate and contribute their own views. The present situation being one of permanent upheaval, we have decided to create the best conditions to exchange ideas, to inform, to explain, to provide references and to help people understand what is going on and form their opinions. We purport to give an extensive overview of the situation and therefore broaden the scope of our understanding.

LECTURE-READING
FRIBOURG DECLARATION ON CULTURAL RIGHTS
This lecture-reading will be the opening event for the “meetings and discussions” of the 31st TransMusicales festival. The idea is simple: to invite people to better understand an important and innovative text concerning the cultural sector, to discuss its inception, the reasons for it, its basis and foundation, and to get deeper into the ongoing debate.
This year’s text will be the Fribourg Declaration on Cultural Rights.
The Fribourg Declaration is the outcome of over 20 years of hard thinking by an international group of experts known as the “Fribourg Group". It sums and explicitates “cultural” rights that are already recognized, but in a diffuse way, in various instruments of International and Human Rights legislation.
The main issues will be: What are those “cultural rights”? What do they cover? Above all, what does “recognizing cultural rights” actually mean? What is our approach to culture within this context?
Johanne Bouchard who works with the “Fribourg Group” in the Interdisciplinary Institute of Ethics and Human Rights (University of Fribourg) and Ferdinand Richard, director of the AMI – Aide aux Musiques Innovatrices (Aid to Innovative Music) at the Centre de Développement pour les Musiques Actuelles (Centre for the Development of popular music) will speak about the concept of “cultural rights”.

A round table organized by the Trans Musicales Association, introduced by Philippe Teillet (lecturer in political sciences at the Grenoble Institute of Political Studies), with Boris Colin (director of the Grand Mix music hall of Tourcoing), Benoît Garet and Xavier Leleux (a well known figure and a musician involved in the international Peace In Music and Roots & Routes France projects), François Jolivet (coordinator of the RAOUL regional network), Caroline Perret (FEDUROK administrator in charge of cultural action), Stijn Roggeman (Club Circuit network – Belgium) and Laëtitia Shériff (artist).

A round table organized by the Fédurok, introduced by Jean Michel Lucas (lecturer at Rennes 2 university), with David Dehard (Club Plasma network – Belgium), Gérôme Guibert (researcher at the LISE interdisciplinary laboratory for economic sociology) affiliated to the CNRS-CNAM (National Centre for Scientific Research - National Conservatory of Arts and Crafts), Stijn Roggeman (Club Circuit network - Belgium), Armando Ruah (Access - a network of popular music halls – Spain), Carles Sala (director of cooperation and sectoral relationships in the Institute of Culture – Barcelona City), Jakob Brixvold (Spillesteder) and Philippe Berthelot (director of the Fédurok).

A round table organized by the Collectif des festivals bretons (a reunion of Breton festivals) committed to joint sustainable development in Brittany, introduced by Baptiste Lanaspeze (director of Wildproject editions), with Pascale Bonniel-Chalier (consultant/instructor and a member of the Lyons Council), Fazette Bordage (New Territories of Art project manager, at the Cities Institute), Christopher Crimes (director of the “Domaine d’O”, Thin Ice 2020 network), Yann Queinnec (COAL project, director of Sherpa association) and Yann Lestrat (artist linked with COAL project).

On Friday 4th and Saturday 5th of December, the Antipode and Armada productions will be presenting two delightful playful creations for the younger public (and the whole family, of course!): “Sons et Merveilles” (Sounds and Marvels) by Papaq and “L’Odyssée de Rick Le Cube” (the Odyssey of Rick The Cube) by Sati. At the same time, 2 round tables will consider and discuss the stakes, challenges and practices of artistic creation for the younger public.

THE ECONOMY OF MUSIC FESTIVALS IN FRANCE TODAY / ACTIVITY INDICATORS AND TYPOLOGY
Cultural project managers and festival organisers need specific tools to monitor the economy of their project over time and space (by reference to similar projects) and to report to their (institutional or financial) partners. In 2008, the CNV - Centre National de la Chanson, des Variétés et du Jazz (French National Center for songs, popular music, and jazz) set up a working group of about 10 qualified experts, mostly festival organizers, to define specific activity indicators and assessment criteria for festivals. The CNV drew from the huge amount of information it collects from the sector’s various actors to provide quantitative budget indicators and suggest a typology of festivals.
The members of the working group will summarize their results and perspectives and open up a debate to allow all festival representatives present at the Trans Musicales to exchange on their experiences and expectations.
